本标准规定了在中华人民共和国的内水、领海、毗连区、专属经济区、大陆架，以及中华人民共和国管辖的其他海域内从事海洋石油天然气开采活动的海上油气生产单位创建安全生产标准化的具体要求。 本标准适用于对海洋石油生产设施负有主体责任的海上油气生产单位。在内陆湖泊从事石油天然气开采活动的油气生产单位的安全生产标准化工作，可参照使用
