本部分规定了LTE FDD数字蜂窝移动通信网空中接口的RLC协议的功能，描述E-UTRA RLC子层结构，E-UTRA RLC实体，E-UTRA RLC从下层期望获得的业务，E-UTRA RLC提供给上层的业务，E-UTRA RLC功能，与对等层E-UTRA RLC通信的元素包括协议数据元、格式和参数，未知、未预见和错误协议数据在E-UTRA RLC的处理。本部分适用于LTE FDD数字蜂窝移动通信网中的空中接口RLC协议
