本标准规定了高压瓷绝缘子单位产品能源消耗（简称能耗）限额的要求、统计范围和计算方法、节能管理与措施。本标准适用于瓷绝缘子制造企业正常生产能耗的计算、评估，以及对新建瓷绝缘子制造企业或生产线的能耗计算和评估。本标准也可用于对瓷绝缘子制造企业节能目标责任考核、淘汰和化解落后产能、固定资产投资项目节能评估和审查、节能监察等
