本标准规定了地区电网调度自动化系统设计应遵循的原则。本标准适用于地区电网调度自动化系统规划设计和可行性研究、地区电网调度自动化工程、地区电网集控站和地区电网调度中心（以下称地调）管辖范围内新建小型水、火电厂和变电站工程设计。地区电网中的改（扩）建发电、变电工程设计可参照本标准使用
