主要技术内容
本标准规定了软件和信息技术服务企业竞争能力要求、软件和信息技术服务企业核心竞争力评估体系、软件和信息技术服务企业核心竞争力评估、评估机构要求及监督要求。竞争能力要求划分为：企业基本要求、企业规模要求、企业经营能力要求、产品竞争力要求、技术创新能力要求、质量保证能力要求、行业资质要求、企业诚信要求。竞争能力部分主要规范了企业发展各项能力水平和硬性指标要求。核心竞争力评估体系划分为：评估模型、评估指标体系。评估体系中分别针对规模化、创新性、成长性、专业性、出口创汇、创新创业规定六种指标类型。核心竞争力评估划分为：评估流程、评估资料要求、评估实施要求、评估结果。评估机构要求：本部分规定了评估机构的资质与能力要求。监督要求划分为：监督和指导、评估责任追究、被评估企业责任追究。
