该标准为规范和统一IT项目甲乙双方对度量元的准确理解起到指导作用。本标准作为《软件研发成本度量规范》、《IT服务成本度量规范》的支撑文件，对相关标准中涉及的主要度量元进行了规范和统一，也为后续建立IT行业的基准数据库提供了度量基准。
