主要技术内容
本文件提出了建设用户满意服务组织的基本理念。——用户至上。服务的目的是为用户创造价值以获得回报，因此各个服务环节，都应该树立以用户为中心的理念。——全员参与。服务接触面上的人员直接给予用户的服务体验，其他服务支撑人员的工作也可能影响到用户的消费体验，服务活动中人员素质和技能对于用户的消费体验至关重要，需要持续学习和培训，不断提高全体人员的素质和技能，才能为用户提供更好的服务感受。——优质服务。服务组织要通过建立正确的服务观念，提高服务能力，完善服务管理，规范服务流程等措施，才能提高服务质量，为用户提供优质服务。——用户满意。服务水平的高低是由用户对其服务的满意程度为最终判定，用户对其服务的满意程度主要来源于用户评价。服务的提供和交付过程要以超越用户的预期为目标，不断提升用户对其服务的满意程度。参见图1用户满意服务示意。
