本文件规定了Ka频段静止中使用的车载卫星通信地球站的组成、基本功能、性能特性、环境适应性、电源要求、安全性、接地要求、电磁兼容性、可靠性，以及设备的标志、包装、运输和贮存等内容。本文件适用于接入Ka频段静止轨道通信卫星、使用卫星固定业务的车载静中通站。
