本标准整合各类的信息资源，统一实施标准，为生物医药企业及相关设计单位提供明确设计要求，同时也有利于监管部门的对于生物医药产业标准厂房设计的提前介入，强化风险防控能力、提升监管效能，推动上海市生物医药行业新质生产力的高质量发展。一、总则介绍了生物医药厂房GMP合规设计的总体原则，分别从生产制造区、仓储区、质量控制区、辅助区等方面阐述设计的总体要求。生产制造区域是生物医药产业标准厂房的核心区，因此将该区域风险管理在该章节单独描述，规定风险评估的范围包括但不限于物料产品特性、工艺特点、路线规划、共线生产情况、虫害/鼠害控制、先进制造技术的要求等。二、通用要求主要介绍生物医药厂房GMP合规设计的通用要求，根据药品GMP（2010年修订）将生物医药标准厂房分为生产制造区、仓储区、质量控制区及辅助区，逐一进行规定。
