本文件规定了常数鉴定的基本要求、作业准备、工作实施、签证、问题处理、数据归档、安全管理、鉴定人员行风纪律等，并将船舶常数鉴定方式、采信原则及不规范船舶管理纳入其中。本文件适用于内贸船舶常数鉴定。
