适用范围
本标准规定了实施信息技术服务运行维护成本度量管理的原则和依据。 本标准适用于度量信息技术服务运行维护成本的各类组织，其中包括但不限于： a) 期望评估信息技术服务运行维护成本的企业或机构； b) 意图评价和选择信息技术服务提供者的需方； c) 受托评估信息技术服务运行维护成本的第三方机构； d) 需要对信息技术服务运行维护成本进行事中、事后监管核查的政府相关管理部门、投融资机构等； e) 需要度量信息技术服务运行维护成本的其他需求方。
